Why does council require electronic documents?

The provision of electronic documents provides for a more efficient lodgement process, reduces paper and printing costs, enables electronic distribution of documents to council staff and external agencies that may be required in the assessment of an application.

Council considers the electronic document to be the original and it is the responsibility of the document sender to ensure that documents transmitted are complete and accurate.

While council now has a number of electronic forms available for use, however engineering application forms and Road Act applications still need to be submitted in hard copy. 

Are electronic documents lodged with council available for public viewing?

The Government Information (Public Access) Act 2009, known as the GIPA Act, replaced the Freedom of Information Act 1989.

The GIPA Act creates new rights to information that are designed to meet community expectations of more open and transparent government. Routine and proactive release of information will be made available on council’s website free of charge.

To protect each owner’s privacy, residential internal floor plans and the owner’s private details should not be shown on documentation as information will be released for public access.

Council requests that the development application forms Part A and B are saved separately as electronic documents.

Council will endeavour to suppress the Part B Application Details and Owner Consent form from public access.

Electronic file standards

When preparing electronic documents for submitting with your application please ensure your files meet the following requirements:

  • File format – unless expressly approved or requested by Gosford City Council, electronic documents provided to council must be in PDF format. Approved image file types are jpg, bmp and gif only;
  • PDF settings – security settings must not be applied to electronic documents—this includes passwords. Electronic documents should also be optimised for minimum size (online publishing). Ensure the PDF/A option is selected;
  • Media storage – electronic documents must be saved individually on CD/DVD or USB memory stick. Please label media storage with the applicant’s name and the property address to which the application relates;
  • Multipage documents – multiple paged documents should be provided as a single complete document and not as single files. Multiple paged documents should be bookmarked to indicate the relevant sections of the document;
  • Plans – for reproduction purposes the standard for electronic plans is A3 size with a minimum 2mm text height or A1 with a minimum 4mm text height. The preferred font is Arial. Scale bars are to be shown on all sheets with the original sheet size shown to assist with reduced plan scaling (example: 1:250 A3);
  • File names – file naming conventions apply to all electronic documents, including plans and application forms. File names are to match the document requirements listed on the DA form checklist; and
  • Accuracy – electronic documents must be exact reproductions of the original hard copy documents or plans.
