Mooney Mooney and Cheero Point Priority Sewerage Project
Background
The Mooney Mooney Cheero Point (MMCP) Sewerage Scheme is a Priority Sewerage Project (PSP) initiated to reduce existing public health risks for the community and minimise adverse environmental impacts on local waterways and residential properties.
The Scheme is an essential improvement required in response to water quality issues in the catchment area. A major source for the reduction in water quality was found to be ineffective and overloaded on-site sewerage facilities. Adversely affected water quality posed major public health and environmental risks for the entire community. Poor water quality in the catchment area created far reaching health ramifications due to the significant oyster industry located in the catchment.
Implementation of the Scheme seeks to provide cleaner waterways and increase safe guards for oyster growing and fishing industries located in the catchment area. The reduction of odours, dampness and seepage throughout residential backyards are also key objectives of the project. The MMCP Scheme is subsidised under the NSW Government's Small Towns Sewerage (STS) Program. Council has also received funding for the project under the Government's Priority Sewerage Program.
Scheme Update
Council is pleased to announce that connection to the Scheme is now available to eligible properties in Mooney Mooney and Cheero Point.
Connection became available following commissioning of the Scheme in September 2009. All properties that nominated and are eligible for an Early Connection can now contact a licensed plumber to carry out connection. A Steps to Connecting information sheet has been prepared to guide property owners through the connection process.
Contribution Charge
A PSP Area Contribution Charge of $10,795.00 has been set for all properties connecting to the Scheme.
The PSP Contribution Charge was calculated in accordance with the Independent Pricing and Regulatory Tribunal (IPART) Determination 1 2006 and adopted by Council on 27 January 2009. The Charge will be subject to annual Consumer Price Index (CPI) increases for each year a property remains unconnected to the Scheme.

Any property owners who intend to subdivide or develop their property in the future will be required to pay the Non-PSP Contribution Charge. The Non-PSP charge for the Scheme is $26,932.88. To view details of the charge download the Draft Non-PSP charge exhibition document.
Council is currently seeking submissions from the public on the Non-PSP charge. The closing date for submissions is 17 December 2009. All submissions should quote "Submissions on Non-PSP charge - Mooney Mooney Cheero Point Sewerage Scheme" and be addressed to: General Manager, Gosford City Council, PO Box 21, Gosford NSW 2250, Attention: Manager - W&S Asset Management & Planning.
Connection Information
In July 2008, all property owners received a Connection Information Pack asking them to select a Scheme Connection Agreement. The purpose of the Connection Agreement was to notify Council of your intention to connect to the new Scheme. The Pack also included information on:
Connection Agreements
Over 70 percent of property owners nominated for an Early Connection to the Scheme and those eligible properties can now contact a licensed plumber to carry out connection.
The deadline to nominate for an Early Connection was 12 December 2008. Property owners who have not nominated for an Early Connection will need to contact Council in the future when their property requires connection to the Scheme. They will then be placed on a waiting list until there are sufficient properties in the area needing connection.
In-septic Installations
There are 35 properties in Mooney Mooney and Cheero Point that require In-Septic Installations. An in-septic system is the installation of Low Pressure System (LPS) equipment, such as the collection tank and pump, inside an existing septic tank.
All in-septic systems will be installed at those identified properties which nominated for an Early Connection when the Scheme is functioning optimally. Affected property owners will be notified directly once a contractor has been engaged and programming of their installation can commence.
